Lost choice of registration approvals

Since updating to the latest 3.01 I seem to have lost the ability to determine how new users get access to the board, now I have only 2 choices, disabled or none, I no longer have the choice of admin or any other verification to activate registrations. I have tried to determine which html page includes these items but without an luck. Has anyone any information they can give me to help sort this out, I really don't want people to be able to activate themselves for obvious reasons, the only other choice I now have is registration is disabled which again is none too helpful.

Go to E-mail settings -> Enable board-wide e-mails: -> check "enabled".
