I'd like to know if this is considered a mod, and what people think about it?

What it does is changes the links in the board with the url tag to redirect to a warning website, Linkwarning, with the link in the url tag and whatever you want it to say.
Here is an example of how it would look:

Hello and welcome to our community, Cheetox. I would say that this should be considered a hack, yeah, and I can see that some people might have an interest in it. Some people may prefer a solution that is on their domain, though, like a warning on their own site. Just some thoughts.

Thanks for the welcome and comments.
About the warning on their own site I think this would make installation more complicated, so I thought I would keep it as simple as possible by using that site.

There is already a disclaimer mod available is that is what you are trying to achieve.

I am not sure where I found it but you can see it in action in the footer of http://phpbb-tutorials.com/

It doesn't work the same, this when you click any link on your forum to an outside site it warns you, you can change the message however you want.
