This simply adds a mail command at the time a new topic is added to the database. An email with the message is sent to a predetermined set of users so that they can monitor new topics without having to log into the forum. As it sends an email with every new topic, it is intended for low-load forums. It will not send an email when a reply to a topic is posted.
