The purpose of this hack is to allow a phpBB adminstrator to receive e-mail errors like registration e-mails that bounce because of an invalid address. phpBB handles preparing for these errors in such a way that in many cases, the e-mails will bounce to a non-existant address, your ISP's address, a server adminstrator's address, or some other place they shouldn't be going.
