This hack hides all non-active members on the memberlist pages from all other users. Admin level users still see the complete list.

This hack is designed to help bring phpBB more into compliance with the COPPA laws by keeping all information entered at registration private until the administrator has activated the account. Presumably this would be after parental consent has been received.
