Allows users to post comments on other users. There is a simple permissions system to easily choose who may read/post/etc. the comments.

Administrators have full permissions by default.
The comments can contain HTML, BBCode and smilies; all according to the phpBB configuration and the user configuration, of course.

Ability to add boxes on viewprofile or simple textlinks to the comments page for both reading and posting.
